Only a certain percent of zombies have the ability to pick up items - 20% on hard, 7% on normal, 1% on easy; zombies with initially naturally spawned 'rare drop' items (potatoes, iron ingots) don't count - it must be any item picked up after spawning. I checked the wiki, drowned and zombies have the same hitbox, and the same Panic Radius. Try a different design, Pixlriffs has one he built in his 1.16.2 Skyblock World, check it out. I had a similar issue on my iron farm and by empiric means discovered that villagers indeed needed to break line of sight with the zombie from time to time, and also it appeared the farm restarted after my villagers successfuly passed the night with no zombie in sight.
